Specialized Telecommunications Assistance Program (STAP)
The Specialized Telecommunications Assistance Program (STAP) is a voucher program that provides financial assistance to Texans with disabilities that interfere with access to the telephone networks for the purchase of specialized assistive equipment or services. The type of devices available under the program are on our website at Vouchers and Values. STAP typically covers the cost of most phones included in our voucher categories.
Allowable Equipment List
Until such time as rules are in place regarding equipment under the allowable equipment list no new equipment will be added unless similar equipment does not exist for a specific voucher category. The intent is to adopt rules in Fiscal Year 2014.

How to Apply
To be eligible for a voucher, you must complete a DARS3906, Application for Specialized Telecommunications Assistance Program (STAP) or a DARS3907, Application for Specialized Telecommunicaitons Assistance Program (STAP): Speech Generating Devices, provide Texas proof of residency as listed on the application, and have the application certified by one of the types of professionals listed on the application. An application may be printed from this link DHHS Webforms.
DHHS contracts with local service providers who may assist in completing and certifying the application at no cost to the applicant. A list of contractors may be found at this link STAP Contractors.
Once your application is approved, a voucher is issued for the specified voucher. The voucher must be exchanged with one of the vendors registered with this program. The list of vendors can be found at STAP Vendors. This link has a search capability that can search by the city you live in or by the product that is listed on the voucher. Only STAP registered vendors can exchange a voucher. Not all vendors sell all equipment.
An applicant has 30 days from the date the voucher is exchanged to return the equipment for any reason.
